Abstract:

Границы – не просто территориальные линии, но инструменты власти, влияющие на мобильность, безопасность и суверенитет. В статье рассмотрена эволюция политики пограничных споров и их разрешение в Ферганской долине – исторически нестабильном регионе на стыке границ Кыргызстана, Узбекистана и Таджикистана. Несмотря на недавние соглашения о демаркации государственных границ, там сохраняется напряжённость из-за доступа к воде, управления анклавами и контроля над инфраструктурой. Опираясь на политическую географию, теорию посредничества и миротворчества, в статье утверждается, что демаркация границ не устраняет споры, а трансформирует их при помощи новых форм исключения и обеспечения безопасности. Сочетая анализ конкретных примеров с теоретической литературой, исследование показывает, в какой степени на границы в Средней Азии по-прежнему влияют исторические обиды, геополитическая зависимость и взаимная зависимость от ресурсов. Статья вносит вклад в изучение вопросов территориального управления, трансформации конфликтов и постконфликтной динамики, показывая, что устойчивый мир требует не только юридической ясности, но и комплексных реляционных подходов к суверенитету и сосуществованию в пределах территории.
