Abstract:

The capacity of Georgia’s political system to resist Russian malign narratives reveals the degree of national resilience. An examination of the theoretical concept of resilience provides a coherent toolset—a resilience/ vulnerability assessment tool—for general resilience analysis and introduces the resilience/vulnerability index. This toolset can be applied to individual political actors who are essential to Georgia’s political system, resulting in an aggregated index of resilience against Russian misinformation and disinformation for the entire Georgian political system.
