Abstract:

This article discusses the foundations of the concept of deterrence, outlines the preconditions for successful deterrence strategies, and offers food for thought on developing strategies to deter Russia. It also suggests how to define the relationship between deterrence, defense, preparedness, and resilience. Successful deterrence is defined as a communication process that is sufficient and effective, influencing the perception of a potential attacker – a process that must be institutionalized.
