Abstract:

В статье критически оценивается развитие возможностей НАТО по сдерживанию нынешней агрессивной политики России на основе стратегических уроков Холодной войны. Хотя изменения в стратегии НАТО после 2014 года отражают вернувшееся понимание российской угрозы, передовые силы, развернутые сегодня на Восточном фланге, особенно в странах Балтии, всё ещё недостаточны для надёжного сдерживания путём воспрещения. Мощная оборона межгерманской границы многочисленными дивизиями во времена Холодной войны сравнивается в статье с разрозненными и слабо обеспеченными ресурсами силами вдоль сегодняшней границы НАТО с Россией. Отмечая приоритет обычного сдерживания при ограниченных ядерных возможностях и неэффективность невоенных средств сдерживания, в статье утверждается, что НАТО необходимо ускорить трансформацию, существенно увеличив численность сил быстрого реагирования, укрепив материально-техническое обеспечение и поддерживая высокий уровень военных расходов. Без серьёзных оперативных возможностей НАТО рискует оказаться уязвимой к российской стратегии «свершившихся фактов» и утратить веру в обязательства коллективной обороны.
